The government of Kenya has embarked on a connectivity and e-services delivery project. This project is supported by the World Bank under the Transparency Communication Infrastructure Project (TCIP). The goal of the project is to boost ICT connectivity in the country, improve GoK’s delivery of services to citizens, increase type and quality of information from and to citizens and increase GoK’s ability to ensure transparency and support anti-corruption efforts.

The Kenya TCIP project aims to generate growth and employment by leveraging ICT and Public Private Partnerships to:
 
1. Create an IT Enabled Services industry, and
 
2. Contribute to improved efficiency and transparency of selected government functions through e-government applications.
 
The project is to be supported through a standard International Development Association (IDA) credit of SDR 76,210,000.
 
The proposed project has adopted six guiding principles that are reflected in the design of each component as follows:
 

  • Utilizing a programmatic approach with detailed phasing of activities,
  • Incorporating a results-based monitoring & evaluation framework,
  • Leveraging Public Private Partnerships,
  • Capitalizing on multi-channel delivery of services, including via mobile phones,
  • Leveraging participatory development approach, and
  • Optimizing Development Partner harmonization.


In order to achieve the stated project development objective, the project will focus on four key components which are discussed in detail below.
 
1. Enabling Environment for TCIP
This component is designed to provide technical assistance to Ministry of Information and Communications, National Communications Secretariat, Communications Commission of Kenya, e-Government Directorate, KENET and the Public Procurement Oversight Authority.
 
2. Connectivity
This component will support connectivity in Kenya through several subcomponents as follows:
 
1. Support for purchase of capacity in the regional and national networks for targeted user groups (Universities & Technical colleges, government users, and the Business Process Outsourcing industry), 
2. Support to the Government Virtual Communications Network,
3. Support to the digital villages initiative,
4. Support to the SMS/e-Services initiative.
 
3. Transparency - e-Government
This component will consider the following e-Government applications for support Pension Administration, Drivers’ License Registration, Wealth Declaration Form, High Court Registrar, Company Registration, Support to the Integrated Population Registration System (IPRS), Land Title Registration, and eProcurement in the Supply Branch.
 
e-Government applications apply the judicious use of ICT to enable governments to improve their internal systems, deliver services more efficiently and effectively, and make information more accessible to the citizenry.
 
4. Project Management
This component will consist of support to finance project management related issues, and namely support for  
    (a) a Program Manager/Deputy CEO, Technical Manager and Grant Manager
    (b) a Procurement Specialist, and a Financial Management Specialist
    (c) a Governance officer and an M&E Specialist,
    (d) Office Equipment, 
    (e) Incremental Operating Cost and
    (f) Audits
